Someone told me that, when you are crossing a street, if your foot is even an inch outside the crosswalk and you are hit by a car, it is not the driver's fault. Is that true?

Every case is different, so it is impossible to answer that question accurately.

However, it is true that in Virginia, if a pedestrian is even slightly negligent (which may mean walking outside the designated crosswalk markings), and her negligence "contributes" to her injury, the pedestrian is deemed to be responsible for her own injuries and the driver is let off the hook.
